The establishment of Hoa Lu City is based on the merger of the entire Hoa Lu district and Ninh Binh City. Specifically, the National Assembly resolved to establish Hoa Lu City by merging the entire natural area of 103.49 km2 and a population of 83,613 people of Hoa Lu district with the entire natural area of 46.75 km2 and a population of 154,596 people of Ninh Binh City.

Ninh Giang Ward borders Ninh My Ward, Ninh Hoa, Ninh Khang, and Truong Yen Communes; Gia Vien District and Nam Dinh Province; Establishing Ninh Phuc Ward based on the entire natural area of 6.30 km2 and a population of 11,153 people of Ninh Phuc Commune.
Ninh Phuc Ward borders Bich Dao Ward, Ninh Son Ward, Ninh An Commune; Yen Khanh District and Nam Dinh Province; The entire natural area of 1.04 km2 and population of 14,150 people of Phuc Thanh Ward and the entire natural area of 1.57 km2 and population of 12,865 people of Thanh Binh Ward are merged into Van Giang Ward. After the merger, Van Giang Ward has a natural area of 2.96 km2 and a population of 33,949 people.
Van Giang Ward borders Bich Dao, Dong Thanh, Nam Binh, Nam Thanh, Ninh Son, Tan Thanh wards, Ninh Nhat commune, Ninh Tien commune, and Nam Dinh province; Ninh My Ward was established by merging the entire natural area of 2.19 km2 and a population of 4,817 people of Thien Ton town with the entire natural area of 4.06 km2 and a population of 7,327 people of Ninh My commune. After its establishment, Ninh My Ward has a natural area of 6.25 km2 and a population of 12,144 people. Ninh My Ward borders Ninh Giang Ward, Ninh Khanh Ward, and Ninh Hoa, Ninh Khang, and Ninh Nhat communes;
Ninh My Ward borders Ninh Giang Ward, Ninh Khanh Ward, and the communes of Ninh Hoa, Ninh Khang, and Ninh Nhat; The entire natural area of 9.75 km2 and a population of 4,826 people of Ninh Xuan Commune are merged into Ninh Nhat Commune. After the merger, Ninh Nhat Commune has a natural area of 17.01 km2 and a population of 12,082 people. The entire natural area of 4.23 km2 and a population of 4,950 people of Ninh Thang commune were merged into Ninh Hai commune. After the merger, Ninh Hai commune has a natural area of 26.13 km2 and a population of 11,981 people. Ninh Hai commune borders Ninh An, Ninh Nhat, Ninh Tien, Ninh Van, Truong Yen communes, Ninh Phong ward; Gia Vien district, Nho Quan district and Tam Diep city.
After reorganization, Hoa Lu city has 20 commune-level administrative units, including 12 wards: Bich Dao, Dong Thanh, Nam Binh, Nam Thanh, Ninh Giang, Ninh Khanh, Ninh My, Ninh Phong, Ninh Phuc, Ninh Son, Tan Thanh, Van Giang and 8 communes: Ninh An, Ninh Hai, Ninh Hoa, Ninh Khang, Ninh Nhat, Ninh Tien, Ninh Van, Truong Yen.
